Idaho-based developer heads off NIMBY opposition and successfully rallies support for 100 turbine Cotterel Mountain Project.
Windland, Inc. retained Robert D. Kahn & Company to assist with introducing and demonstrating public support for its Cotterel Mountain Project in Cassia County, Idaho. The site, on lands administered by the Bureau of Land Management, is highly energetic. BLM used the overall permit process as a model for the programmatic EIS that it subsequently prepared for wind power projects in the West.
Robert D. Kahn & Company advised Windland on its announcement for Cotterel, guided the company through several critical public meetings, helped it secure political support and managed the its media relations.
Cotterel was amongst the first utility-scale wind power projects in Idaho. Windland faced a skeptical public particularly around Albion, Idaho, the nearest community to the site. A series of community meetings and active outreach, including a booth at the county fair, helped answer questions, mitigate anxiety and ultimately rally support. The thorough BLM process added credibility and allowed Windland, which attracted Shell Wind Energy as its partner, to demonstrate its commitment to the project.
