Agricultural water district emphasizes its core mission as service area urbanizes.
Yolo County Flood Control & Water Conservation District (YCFC&WCD) is a special district established under California law. Its service area abuts Metropolitan Sacramento and the rapidly-urbanizing I-80 corridor.
While YCFC&WCD was created to supply surface water for crop irrigation, municipal water users helped underwrite construction of the District's Indian Valley Reservior. The District prepaid its obligation on its Indian Valley bonds ahead of schedule in part to underscore its core mission.
In making the prepayment, the District wanted to be sure that property taxpayers in Davis and Woodland got the message. Robert D. Kahn & Company developed an advertising series for local dailies explaining the District's action.
